Abstract

The waters of the Dumai's River, Riau, shown to have been contaminated based on a copy of the test results of Central Laboratory (PUSLABOR) Medan city, to the quality standard of that river's water to be used as a sample by the Ministry of Environment's office (KLH). Water samples testing for some time ago has occurred pollution that make many fish dead. To control river water pollution in Dumai City then environmental law enforcement is needed. This is necessary as an effort to achieve compliance with regulations and requirements in applicable legal provisions individually. Legal efforts that can be taken by stakeholders in the Dumai city government are to maximize the implementation of the authority of the agency responsible for controlling river water pollution in Dumai City. This type of research is a type of sociological legal research by means of surveys or field research. The character of writing and research is descriptive. The location of this research is in the Environmental Service of Dumai City, namely Teluk Binjai, East Dumai District, Dumai City. The samples of this research were two persons from the Environmental Service, two members of the Local Parliament, two persons from help Center of law Dumai City and from the society are two persons. The results of this study are the supervisory authority possessed by the Dumai City Environmental Service, the government authority is sustainable, but the Dumai City Environmental Service has not implemented it sustainably, so that opening up opportunities for the society to dispose of garbage in the river which can have impact on river environmental pollution. The Dumai City Environmental Service must carry out continuous monitoring of water quality to prevent pollution which is regulated in Clause 13 and Clause 18 of Government Regulation No.82 of 2001. In exercising its authority, the Dumai City Environmental Service has not carried out maximum law enforcement as mandated by statutory regulations, especially in Law Number 32 of 2009 concerning Environmental Protection and Management. The Environmental Service Office carries out law enforcement only limited to administrative sanctions. Inhibiting factors for the Dumai City Environmental Service in carrying out environmental protection and management are: The absence of environmental supervisory officials, public ignorance of regulations, and limited Human Resources (HR).
