Abstract

This research is motivated by the Act No. 25 of 2007 concerning Investment which states that "providing protection, rights and legal certainty to investors, both Foreign Investors and Domestic Investors in carrying out investment activities to enhance national economic growth, creating jobs, encouraging the development of a people's economy, and enhancing the competitiveness of the national business world ". And based on the author's observations on foreign investment in Riau Province, there are problems faced such as differences in the supply of iron raw materials between foreign investors and domestic investors and the lack of protection to foreign i nvestments in Riau Province. The main problem in this study is how the legal protection of foreign investment entering Riau Province and what steps are taken by the government in creating justice for the acquisition of raw materials for foreign investors entering Riau Province. This research is a sociological law research that is starting from data obtained directly from research respondents. In addition, sociological research is also intended to reveal the effectiveness of the application of a rule of law that applies to the community. When viewed from its nature, this research is descriptive in nature, this research is intended solely to find a complete, detailed, and clear picture of a reality of how the legal protection of foreign investors based on law number 25 of 2007 concerning investment in material acquisition standard on PT Riau Perkasa Steel in Riau Province. The results of the study can be known, basically Law Number 25 Year 2007 Concerning investment that "gives equal treatment to Domestic Investors and foreign investors while taking into account national interests, ensuring legal certainty, and business security for investors since the process licensing until the end of investment activities in accordance with the provisions of the legislation ". Based on this law, it is clear that foreign investors must obtain the protection and legal certainty as domestic investors. But in reality it is different so that the impact arising from the uncertainty is the development of unstable foreign investment, a significant increase and decrease in Riau Province. While the factors that caused the decline in foreign investment in Riau Province were differences in licensing, raw materials and protection between foreign investors and domestic investors in Riau Province, so foreign investors felt unsafe to invest in Riau Province.
