Abstract

The role of BPOM is to supervise the circulation of drugs and food in the market and provide guidance to business actors. The supervision carried out by BPOM on food products indirectly plays a role in protecting consumers from food products that are not suitable for consumption, such as Food and Snacks for School Children (PJAS) Containing Hazardous Substances in Pekanbaru City. Based on the above background, the problem to be answered is the writing of this thesis including: Legal Responsibility of the Pekanbaru Food and Drug Supervisory Center (BBPOM) for the Circulation of Food and Snacks for School Children (PJAS) Containing Hazardous Substances in Pekanbaru City and Obstacles or Constraints at the Center for Drug and Food Control (BBPOM) Pekanbaru in Implementing Responsibility for the Circulation of Food and Snacks for School Children (PJAS) Containing Hazardous Substances in Pekanbaru City. This type of research is observational research by means of a survey, namely research that takes data directly from the population with a data collection tool, namely interviews, after which the data is collected and processed so that conclusions can be obtained using the deductive method. Meanwhile, if viewed from its nature, this research is descriptive, namely research that explains in clear and detailed sentences. The legal responsibility of the Pekanbaru Food and Drug Supervisory Center (BBPOM) for the circulation of Food and Snacks for School Children (PJAS) Containing Hazardous Substances in Pekanbaru City that BBPOM is responsible for realizing legal protection for Food and Snacks for School Children (PJAS) by continuing to carry out surveys and investigations into schools, but not a few business actors who do not have good intentions in running their businesses include food additives that are harmful (additives) to the health of school children. Obstacles or Constraints The Pekanbaru Food and Drug Supervisory Center (BBPOM) in carrying out responsibility for the distribution of Food and Snacks for School Children (PJAS) Containing Hazardous Substances in Pekanbaru City that the POM Center has several obstacles including: the number of naughty business actors, absence information provided to the public to BBPOM on business actors who are naughty in selling their snacks to schools in Pekanbaru City and there are no strict sanctions given to fraudulent business actors in carrying out their business using substances that are harmful to health.
