Abstract
Riau Province is a very strategic province because it is located in the international trade area. Therefore work related to transportation is important how and must be filled by officials who have competence. The competencies referred to are explained in Law Number 5 of 2014 concerning State Civil Apparatus Article 69 paragraph (3) as explained in the Competencies referred to in paragraph (1) covering: a. technical competencies measured by the level and specialization of education, functional technical training, and experience working technically; b. managerial competencies measured from the level of education, structural or management training, and leadership experience; and c. cultural social competence measured from work experience. Many officials stationed at the Riau Province Transportation Agency are not in accordance with their competencies. So that the level of understanding of the task indicated is still lacking. As for this study using a qualitative approach to the location of the Office of the Transportation Office of Riau Province. As for informants in officials at the Riau Province Transportation Agency. While Key Informen is the Head of the Riau Province Civil Service Agency. Data collection techniques through observation, interviews, and documentation. The research results from the technical competency indicators show that technical training is obtained after serving in the Transportation Agency and that it depends on the Service Program and does not yet have technical experience related to the problems of transportation. The Managerial Competency Indicator seen from the education level sub-indicator is appropriate, judging from the functional structural training there is no specific training related to structural training, and it can be seen from the sub-indicators of leadership experience that the agency has leadership experience before being placed in the Transportation Agency. Cultural Social Indicators and understanding of work obtained after working in the transportation office. The inhibiting factors are limited human resources, especially the specialization of education in the field of transportation. Then the low level of understanding of work. The conclusions about the formulation of the position placement policy at the Riau Province Transportation Agency are not in accordance with the competencies established under Law Number 5 Year 2014 concerning the State Civil Apparatus.
