Abstract

This research is efforts to realize Nawa Cita, namely "Building Indonesia from the Fringe by Strengthening Regions and Villages in the Framework of the Unitary State.. The mandate of the National Development agenda is realized in the form of Presidential Regulation Number 2 of 2015 concerning the National Medium-Term Development Plan (RPJMN) for 2015-2019. Problems that occur in the border regions between Riau Province, especially in the Regency of Meranti Islands, are seen from the lack of infrastructure in the Meranti Islands Regency so that national policies to strengthen border and periphery areas are not achieved. The purpose of this study is to analyze the coordination relationship that occurs between the Riau provincial government and the Meranti archipelago government in developing border areas between countries and discuss factors that hinder coordination.The type used in this research is descriptive research with a qualitative research approach. The type of research data is primary data and secondary data. Data collection techniques in this study were documentation and interviews. The data analysis technique used is descriptive qualitative data analysis. The results of this study indicate that the coordination of the Riau Provincial Government along with the Meranti Islands District Government is less optima seen by several indicators of coordination assessment such as participant competency in proposing activity planning that is not good in preparing supporting documents and budget disbursement that can not be done by the Riau provincial government together Meranti Island District so that the program agreed upon by the government cannot be realized in the region. Then seen from the indicators of awareness of the importance in coordinating government compliance in disbursing the budget as well as coordinating incentives in the form of sanctions to the Riau provincial government and the island government of meranti from the government in the form of budgeting and cancellation of the APBN budget so as to realize the strengthening of border development cannot be realized properly.
