Abstract

The Trial and Legal Products Section of the DPRD Secretariat of Pelalawan Regency is a field that is responsible to the DPRD Secretariat based on the Pelalawan Regional Regulation Number 10 of 2016. The purpose of this study was to analyze the duties and functions in the Trial and Legal Products Section of the DPRD Secretariat of Pelalawan Regency and analyze the inhibiting factors in carrying out the duties and functions in the Section of Sessions and Legal Products of the DPRD Secretariat of Pelalawan Regency. This study uses a qualitative descriptive method with research informants who come from the Pelalawan Regency DPRD Secretariat Office which consists of: Secretary of the Pelalawan Regency Regional People's Representative Council, Head of the Trial and Legal Products Section, Head of Sub Section. Session and Equipment, Member of DPRD Pelalawan Regency. Data analysis in qualitative research uses an interactive model. The results of the study state that: 1) the implementation of the facilitating function includes facilitating leadership meetings, trials and other DPRD members' activities that have been running well. 2) The implementation of the coordination function has been going well. 3) The implementation of secretarial and financial administration functions has been running well. Inhibiting factors that cause the implementation of tasks and functions cannot be carried out properly include employee performance that has not been optimal so it is necessary to provide technical guidance and training regularly, there are still employees who are less responsible for work and lack of discipline because direct supervision by superiors has not optimal.
