Abstract

Regional bureaucracy is something that needs to be improved to improve and resolve staffing problems that occur in the regional environment. In this case the role of the regional secretary is very much needed as stated in No. 5 of 2014 concerning the State Civil Apparatus (ASN) which has been promulgated some time ago. Sekda has the duty to succeed every work plan that has been set and coordinate every line of government in implementing the work plan. Especially for regions that are vulnerable to staffing problems and require a lot of action and participation by local governments.The purpose of this research is to find out and analyze the turnover of the Indragiri Hulu district secretary and to find out what obstacles are a problem in the change of Indragiri Hulu district secretary. The type of research in this study is to use qualitative methods, with the type of descriptive analysis research, namely research using a number of respondents as primary data, namely data obtained from the sample used as main material to analyze the objective existence of the variables studied. In Ministerial Regulation Number 11 of 2017 the process of replacing the regional secretary is by first conducting a regent's consultation with the governor regarding the replacement of the regional secretary. Secondly, the governor delivered the results of consultations with a period of less than 30 days. Third, the regent prepares a decree to appoint a new regional secretary. In this case the researcher has assumed that the process of changing the regional secretary is in accordance with what has been stipulated in the rules.
