Abstract

Village physical development such as infrastructure and the development of village facilities and infrastructure is a form of development goals needed by the community in the village. The role and leadership of the village head in development is also needed and awareness, participation and active role of the whole community in supporting the success of the development program in the village. The village head in development plays an important role both in community empowerment development, especially in physical development. At the village level, the community tends to have a physical development, because the benefits will be felt directly by the community. By implementing a physical development program, it aims and is directed towards realizing a prosperous society that is equally just and prosperous. This rural development can be seen from several perspectives of the field, such as community development which leads to community development and empowerment and teaches social, economic and political skills, in order to create a modern society. In this case the author only talks about physical development such as infrastructure and construction of village facilities and infrastructure, development that has been programmed and implemented in the Sejati Village, Rambah Hilir District, Rokan Hulu Regency, Multipurpose Building Construction, Construction of cliff-retaining sheet pile and fence construction. The main objective of this research is to find out and observe the role of the Village Head of the True Village, in development seen from the aspects of duties, authorities and obligations, in the development of the Sejati village, Rambah Hilir District, Rokan Hulu Regency, based on indicators of duties, powers and obligations. The type of research used in this research is qualitative using descriptive surveys and triangulation techniques. There were 13 informants in this study with the village head as the key informant. Data collection techniques by interview and descriptive data analysis through a typology approach. This research concludes that the role of the village head in the development of the true village of Rambah Hilir district, Rokan Hulu district is quite maximal based on the indicators of duties, powers and obligations.
