Abstract

In the city of Pekanbaru, many schools have been established foabr a long time. The purpose of this study is to discuss how the establishment of permits for private schools by the Pekanbaru City Government Education Agency. After seeing what a permit is for building a building, we must also know how the law regulates the construction of buildings in Indonesia. The duties and authorities of the government are not only to maintain order and security, but also to strive for public welfare. Related to licensing is regulated in the 1945 Constitution of the Republic of Indonesia. Law Number 28 of 2002 concerning Building Construction. Law Number 36 of 2005 concerning implementing regulations. Government Regulation No. 14 of 2000 Regarding Building Permits in Pekanbaru City Region Pekanbaru City Regulation No. 1 of 2010 Regarding Building Permit Retribution. In this study the authors formulated the main problems as follows: What is the process / procedure for issuing permits for the establishment of private schools in Pekanbaru in 2017? What are the obstacles in the implementation of the issuance of permits for the establishment of private schools in Pekanbaru in 2017? In this thesis research, the writer uses the field research method. Field research or empirical research is carried out in the form of rejects from primary data obtained at the study site. In this case, it is to find data on procedural / process issues in the implementation of issuance of permits for the establishment of private schools in the handsome subdistrict of Pekanbaru City While the nature of this research is that the research used is Perspective -analytic, namely by describing the discussion material systematically through various sources, to then be analyzed carefully in order to obtain results that can be accounted for. Based on the results of research on the implementation of permit procedures for establishing private school buildings in Pekanbaru. Procedure and permit requirements vary depending on the type of permit, and the licensing agency, which is, which agency can be regional or central government by completing requirements such as notary deed of foundation and structural regarding foundation organizations in which there is a vision and mission of making a foundation and then propose to the mayor to obtain 1MB through the Investment Office of the One Stop Integrated Service (DPM-PTSP) and the Office of Public Works and Public Housing. As for the obstacles in the procedure of establishing a private school building in Pekanbaru is related to the length of time waiting for various letters, including the letter of permission to build a building (1MB), and also other documents
