Abstract

This study aims to analyze the results of the evaluation of the implementation of Regional Regulation Number 03 of 2014 concerning Public Order in Bagan Sinembah District, Rokan Hilir Regency. This research is descriptive qualitative. The informants of this study were 16 (sixteen) people in Bagan Sinembah District, Rokan Hilir Regency. The data analysis technique used is triangulation, namely a series of activities to compare the observed data with the interview data. In general, the results of the study explain that the evaluation of the implementation policy of Regional Regulation Number 03 of 2014 concerning Public Order in structuring and fostering street vendors in organizing and fostering street vendors in the New Tax Market area, Bagan Batu Village, Bagan Sinembah District, Rokan Hilir Regency is said to have not been effective overall. because it is seen from the indicators using Dunn's theory namely Effectiveness, Efficiency, Adequacy, Smoothing, Responsiveness and Accuracy, that some indicators are insufficient or unsuccessful because there are still many street vendors who do not understand the Perda. The failure factor in implementing this perda is that the public is not satisfied with this perda. The obstacle factor in the implementation of Regional Regulation Number 03 of 2014 concerning Public Order in Bagan Sinembah District, Rokan Hilir Regency, is that they will support the Perda if a strategic relocation place is available and it brings in many buyers. For this reason, it needs to be a concern for the Rokan Hilir Regency Government, so that there are frequent socialization and guidance to street vendors regarding Regional Regulation Number 03 of 2014 concerning Public Order related to the street vendor management program, and good communication between officers and target groups so that little by little their awareness of the rules will grow.
