Abstract

The number of foods without halal labels that have been circulating in Pekanbaru today that consumers do not pay attention to the food labels without halal labels, both labels from BPOM and from LPPOM MUI halal labels, so it is known that food without halal labels sold in the city of Pekanbaru has occurred. There is a problem between consumers and business actors or food sellers where food traders in the down market in Pekanbaru City, according to BPOM, have food without a halal label that has not been registered with BPOM and has not been labeled as halal from LPPOM MUI. This problem concerns the rights and obligations of consumers as consuming food without halal labels which are sold by food sellers without halal labels in the lower markets in the city of Pekanbaru because consumers lack awareness of imported food being sold and business actors have committed actions that are prohibited by the actors. business in not meeting the standards required in the provisions of laws and regulations related to the food. The main problems from the research results are: 1. How is the implementation of consumer protection against the entry of food items without halal labels in the city of Pekanbaru. 2. What are the constraints in implementing consumer protection against the entry of food items without the halal label in the city of Pekanbaru. The type of research used is research using the ovservational research method, namely by means of a survey. By using data collection tools, namely questionnaires and interviews. And using analytical descriptive properties. From the research results, it is known that in protecting consumers against the entry of food items without halal labels in the city of Pekanbaru, it has not been carried out well, where there have been many foods without halal labels in circulation that do not fulfill several aspects of the halal label and registration by BPOM and LPPOM MUI due to lack of awareness of business actors and the lack of supervision, Distributors not registering their imported food products with Disperindag are an obstacle for the Disperindag, and the list of ingredients used where food without a halal label that has been or has not been circulated has never been tested at all by the BPOM laboratory and has just been circulated and according to LPPOM MUI food without halal labels in circulation is not in accordance with health standards and has a lot of harm to the body, and if there is a dispute between consumers and business actors, BPSK is ready to resolve the food case without a halal label by means of consoliation, mediation, and arbitration.
