Abstract

Recently, with the number of farms, the problem has been that the community as livestock owners are unable to maintain and control livestock, so that livestock can roam freely anywhere without control, thus disturbing the comfort of the community. Raising pigs is one of the businesses managed by some people in Indonesia. This is because it can provide great benefits if managed properly, including the manure which can be used as fertilizer and a promising source of fuel. Pig farming which is carried out in rural areas intensively can cause environmental problems, namely difficulties in disposing of livestock manure. It's just that the pig farming business is inseparable from environmental problems, so far there have been many complaints from the public about the bad impact of the pig farming business because most breeders ignore the handling of waste from their business, so that many people complain about the existence of the farm business. Apart from causing the impact of environmental pollution such as air pollution (smell), the number of flies roaming in the pen and the surrounding environment, and people's fear of swine flu (H1N1). The main objective of this research is to find out and analyze the implementation of Regional Regulation No.1 of 2016 concerning Public Order in Batang Serosa Village, Mandau District, Bengkalis Regency (Study on Animal Management). The type of research used in this research is descriptive survey with qualitative methods. There were 10 informants in this study with the Head of Batang Serosa as the key informant. Data collection techniques by interview and descriptive data analysis using typology techniques. This study concludes that the level of Implementation of Regional Regulation No.1 of 2016 concerning Public Order in Batang Serosa Village, Mandau District, Bengkalis Regency Studies on Livestock Management has not been optimally implemented based on standard indicators and policy targets, resources, relationships between organizations, characteristics of implementing agents, conditions social and implementor dispositions.
