Abstract
The Population and Family Planning Board is a government agency that is tasked with preparing general policies and coordinating the implementation of the national family planning program and the population that supports it, so the BKKBN must have employees who have good performance.However, based on employee performance appraisal standards, it can be seen that employee performance is still not optimal. Apart from that, it is also the achievement of performance in the form of budget realization and also the achievement of the Family Planning program. Therefore, this study aims to analyze the performance of the state civil servants and look for the factors that hinder the performance of the state civil servants at the BKKBN Representative Office of Riau Province. This research was conducted on 30 samples. The data collection technique is by using a questionnaire, interview, observation, and documentation. Meanwhile, the data analysis used is quantitative descriptive analysis. The results of this study indicate that: The performance of the State Civil Apparatus at the Representative Office of the BKKBN Riau Province is still quite good. This can be seen from the following indicators: Quantity; Quality; Period of time; Presence; Coherence; Initiative; and Cooperation. The results of the calculation of the respondents' responses, there are still respondents who stated that they were not good. So that the final score obtained is included in the unfavorable category. Meanwhile, the factors that hinder the performance of the State Civil Apparatus are limited knowledge and abilities, work environment, work motivation, leadership, skills, and work discipline. Based on the results of this research, the Riau Province BKKBN Representative Office must make improvements to the performance of its employees, namely by providing training according to the needs of employees, rewarding employees who excel, and punishing undisciplined employees, and creating a work environment. the good one.
