Abstract

Government in accelerating and optimizing services to the community has made efforts through the Bengkalis Regency Regional Regulation Number 6 0f 2015 concerning the Establishment of Bandar Laksamana District, Talang Muandau District and Bathin Solapan District. The formation of this sub-district is also an activity of division or division of territory from the main sub-district. Expansion was carried out in 3 (three) sub-districts, there is namely Bandar Laksamana District which was the division of Bukit Batu District, Bathin Solapan District from Mandau District and Talang Muandau District from Pinggir District. The purpose of this study was to determine the effectiveness of the implementation of post-division public administration services in the Bandar Laksamana district office and to find out the supporting and inhibiting factors in administering services at the Bandar Laksamana District Office. To find out the purpose of the research, the operational concept was used from the Decree of the Minister of State Apparatus Empowerment Number 63 of 2003 concerning Service Implementation Guidelines in which there are principles of public service namely simplicity, clarity, legal certainty, accuracy, security, responsibility, complete facilities and infrastructure, ease of access, discipline, courtesy, friendliness and comfort. This research uses qualitative methods with descriptive analysis. The results of the research that has been done are that the service at the Bandar Laksamana District Office has met the principles of simplicity, accuracy, security, responsibility, ease of access, courtesy and friendliness. As for those that have not been achieved are the principles / aspects of clarity, certainty of time, completeness of facilities and infrastructure, discipline, and comfort. Efforts to overcome these problems and obstacles are by submitting to the leadership to make policies that support the acceleration of service to the community, to provide guidance to officials about discipline, to disseminate information to the community through RT heads, RW, Village Heads and Hamlets, and submit procurement of physical building of goods and services to relevant agencies.
