Abstract

The Village Consultative Body is a government order that functions as Discussing and agreeing to the Draft Village Regulation with the Village Head, accommodating and channeling the aspirations of the village community, and supervising the performance of the Village Head. The existence of the BPD in the village government certainly gives great hope to the village community for the realization of a clean, strong and good village government. The presence of the BPD can at least provide a balance of power at the level of the village administration. The purpose of this study was to find out and analyze how the role of the Consultative Body of Teluk Rhu Village North Rupat Subdistrict, Bengkalis Regency, and to know and analyze any obstacles encountered in presenting the Role of the Consultative Body of Teluk Rhu Village, North Rupat District, Bengkalis Regency in responding to people's aspirations. In this study the author uses a type of qualitative research and uses descriptive methods. Descriptive method is research that tries to give a picture as accurately as possible about an individual, situation, or certain group. The results of the research of the role of the BPD in the implementation of accommodating and channeling the aspirations of the North Rupat District of Bengkalis District from the answers of informants regarding the social structure in its implementation have not followed the rules contained in the Minister of Home Affairs Regulation Number 110 of 2016 concerning Village Consultative Bodies of the Village Consultative Body has not been implemented properly, and in terms of this role of the BPD cannot be felt by the community. We can see this from the results of the interview above as a whole the role of the BPD in accommodating and channeling the aspirations of the people has not had a good impact on the development in this Rhu Bay Village.
