Abstract
The Village Consultative Agency is a body that serves as a place to accommodate and distribute the aspirations of the community, to agree on the regulations of the village, and to supervise the performance of the village head. The BPD function is very crucial to the community and the establishment. BPD is a supervisory body in the advancement of infrastructure in the village, other than that the BPD is also one of the village governance order. The purpose of this BPD research is to know how the implementation of the development and function of the village consultative agency in accommodating and channeling community aspirations in the Batu Kacang village, Singkep Sub-District, Lingga Regency and to know What are the constraints faced in implementing the development and evaluating the function of the BPD in accommodating and channeling community aspirations. In this research authors use a type of qualitative research and use a descriptive method. Qualitative method is a study that tries to give you a thorough picture of a certain individual, circumstance, or group. The results of this research that in the implementation of the function of the village consultative agency in accommodating and channeling community aspirations has not been carried out well, this is because the Village Consultative Agency does not follow the existing regulations and added The Village’s Consultative Agency has not maximised understanding of the existing regulations due to lack of education, as well as the solization of the Village Consultative Agency functions and the lack of Village Consultative Agency empowerment programs. Indicators in measuring the evaluation of the BPD function in this case authors use the theory of William N Dunn consisting of effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy.
