Abstract

Until now, law enforcers, especially the police, have always made law enforcement efforts to completely stop the criminal acts of selling pornographic DVDs. Law enforcement against the criminal act of selling pornographic DVD movies is faced with problems such as where the perpetrators tend to seek money to fulfill their livelihoods and mostly done by retailers whose welfare level is low but on the one hand the government must be able to enforce the law. Not infrequently the practice of violations committed by the perpetrator is made as one of their livelihoods, so many who depend on their work to sell pornographic DVD films, plus the public interest in porn films is greatly increased than watching ordinary movies. The formulation of the problem examined in this study is Law Enforcement of the Criminal Actions of Selling DVD Movies in the Pekanbaru Regional Legal Area and Constraints in Law Enforcement for Criminal Actions on the Sale of Porn DVDs in the Pekanbaru Regional Police. This type of research is observational research by survey, namely research that takes data directly from the population / respondent by holding interviews as a data collection tool, then from the data taken is processed so that conclusions are obtained by deductive methods. Whereas when viewed from its nature, this research is descriptive, namely research that explains in clear and detailed sentence about Law Enforcement of Criminal Actions on DVD Movie DVD Sales in the Pekanbaru Regional Police Department. Law Enforcement of Criminal Actions for Selling DVD Movies in the Pekanbaru Police Law Area is implementing law enforcement against pornography crimes, especially in pornographic DVD movies that took place in the Pekanbaru Polresta area which basically have been regulated by the Criminal Procedure Code, including conducting investigations and investigations, making arrests , detention, confiscation and surrender of case files at the prosecutor's level so that the perpetrators of the crime of selling pornographic DVD films can be punished with the greatest severity so that in the future the act of selling DVD porn movies can be overcome. Constraints in Law Enforcement of Criminal Actions on the Sale of Porn Films in the Polresta Pekanbaru Legal Area, namely the public's enthusiasm for pornographic films is greatly increased, making the sellers of pornographic films benefited, sellers conduct transactions secretly only to known customers, Pekanbaru Kota Police it must be difficult to find pornographic DVD discs, because it does not have packaging so Pekanbaru Kota Police must be careful and observant in finding the compact disc video cassette. Then because of the lack of coordination between the Pekanbaru Kota Police and the DVD cassette sellers in Pekanbaru City, plus the giving of prison sentences to the perpetrators did not give a deterrent effect, because they were only sentenced to under 2 years, as in the case of the author.
