Abstract

IDKop as the only village unit cooperative in Pinggir SubDistrict is known to be inactive since 2016 until now it has not been followed up, considering that one of the Camat duties according to Government Regulation Number 17 of 2018, Article 10 letter (b) is to coordinating community empowerment activities. The purpose of this study was to determine and analyze implementation of camat duties in KUD empowerment activities at Pinggir Village, Pinggir Subdistrict, Bengkalis District and obstacles they faced. This research used qualitative type, by interviewing the Head of the Subdistrict, Vice Subdistrict, Head of Empowerment and also the former head of the KUD Pinggir. The results showed that: (1) The ineffective communication indicator is the consistency sub indicator because there has been no effort from the sub-district head to reactivate the IDKop. Even though it has been discussed, its realization is not yet a top priority for the sub-district head in empowerment activities. (2) The ineffective resource indicator is the sub-indicator of financial resources, because apart from social assistance funds that have not become a priority for the government, the old KUD members have not been effective in managing their finances. (3) The ineffective implementer attitude indicator is the commitment sub-indicator, because the sub-district head cannot take further action if the KUD members seem passive about the effort to reactivate the IDKop. (4) The ineffective bureaucratic structure indicator is the fragmentation indicator due to the absence of a RAT since 2016 so that the sub-district head cannot monitor its progress as measured by the annual accountability report. In addition, the guidance from the village government also seems passive and less intensive about the situation of IDKop. Overall Head of subdistrict duties on empowerement KUD has been not optimal yet. The obstacles faced by the subdistrict head in implementing KUD empowerment activities in Pinggir Village, Pinggir Sudistrict, Bengkalis District consisted of a leadership era that has only served for 1 year so that there are still many other programs that must be realized, orientation and adjustment of the public service sector during the pandemic, low government participation village and the KUD administrators themselves.
