Abstract
The role of honorarium employee on government instance is very important in supporting the effectiveness of government services. However, in reality the status of honorarium employees is unclear and their salary received is based on the APBD and also the APBN. Various problems experienced by honorarium employees can have an impact on their commitment and demonstrated performance during work. The purpose of this study was to analyze and explain commitment and performance along with the influence between commitments to the performance of honorarium employees at the Camat Mandau Office, Bengkalis District. The population in this study were 68 honorarium employees at the Camat Mandau Office, and all of them were sampled using census sampling technique. The data collection technique used a questionnaire and the results were analyzed with the calculating by program SPSS. The results showed that: 1) The majority of the commitment of the honorary staff of the Mandau Subdistrict office is quite good. This is due to considerations of unfavorable economic conditions plus the salary earned is not sufficient for daily needs. 2) The performance of the majority of the honorary employees of the Mandau Subdistrict Office is quite good. This is due to feeling awkward in providing advice to agencies for improving public services to the community. 3) Commitment has a significant effect on the performance of honorary employees at the Office of the Head of Mandau Subdistrict Bengkalis District, which means that an increase in the commitment of honorary employees will also increase the performance of honorary employees constantly.
