Abstract

This research is a descriptive survey research with complementary quantitative and qualitative approaches. Quantitative research will present a descriptive table of the frequency of data tabulation from the questionnaire, accompanied by photos of events. The number of samples was 32 people who were made as respondents and informants. The results of the study concluded that the implementation of the Village Government Apparatus Capacity Building Program in the Village Government Sector, Community Empowerment Service and the Village of Pelalawan Regency has been carried out quite well. In the context of planning, village officials are familiar with the concept of participatory planning, which is a planning document preparation process that includes all community stakeholders, community participation fosters a sense of belonging so as to foster community participation in maintaining, preserving and developing the development results that have been achieved, but also not optimal due to time constraints and conflicts of interest between community aspirations and the interests of related agencies. The understanding of village officials in understanding human resource management and technical capabilities of village officials is still lacking. The majority of village officials have not attended competency technical education and training / guidance. The perception of the village apparatus' understanding of the basics of village governance only focuses on understanding the activities they carry out on a daily basis, such as understanding their duties and functions as village officials as stipulated in Perda, Perbup and Perdes, as well as understanding general administration implementation such as recording activities. regarding village government activities, village financial administration (APBDes), and village administration. Empty books on village administration / SPJ reports on village activities are still found. Weak human resource capacity is caused by village officials who do not have a skilled ability to complete tasks properly and satisfactorily. The institutional capacity in relationships and networks between officials in the village government is still weak, resulting in a lack of good communication between these village officials. Based on the conclusion, it is suggested that one of the programs of the Community and Village Empowerment Service in the future so that village officials take part in education and training / technical competency guidance, perceptions of village apparatus understanding of the basics of village governance and understanding of their duties and functions as village officials as regulated in Perda, Perbup, and Perdes, as well as understanding the implementation of general administration such as recording activities regarding village government activities, village financial administration (APBDes), and village administration. It is better if training from the aspects of village government management and technical administration to village officials is necessary because the village administration books / SPJ Village Activity Reports are still not all filled properly.
