Abstract
The promotion of a civil servant is an important element in fostering his career, problems related to the promotion process at BKPSDM Pekanbaru City, namely the delay in receiving Decree (SK), this is evidenced by the elapsing time for promotion (starting from the date / TMT) by submitting excerpts of decree Civil Service Officer. This study aims to determine and analyze the service system for promotion of the rank of Civil Servants and the factors that become obstacles in the promotion of the rank of Civil Servants at BKPSDM Pekanbaru City. This type of research is descriptive qualitative with the number of research informants as many as 14 (fourteen) people. The data analysis technique used is qualitative description. The results of the study explain that the factors that become obstacles in service promotion of Civil Servants at BKPSDM Pekanbaru City are: the quality of human resources who still do not understand IT, limited allocation of job formations for functional and unrepresentative service places. Overall the results of the study conclude that the service for the promotion of the rank of Civil Servants carried out by BKPSDM Pekanbaru City has referred to Government Regulation No. 12 of 2002 concerning the Promotion of the Rank of State Civil Servants only needs service improvement. For this reason, it is hoped that BKPSDM Pekanbaru City needs to do some improvements in several aspects of service.
