Abstract

The success of good governance is largely determined by the involvement and synergy of the three main actors, namely government officials, the public, and the private sector. Looking at the complexity of the problem and its implications for the development of good governance practices, this study aims to analyze how the principles of good governance apply to the Regional Government and Autonomy Bureau of the Riau Province Secretariat and find out the constraints in applying good governance principles to the Government and Autonomy Bureau Regional Regional Secretariat of Riau Province. This research is descriptive qualitative, namely a type of research that aims to provide a systematic, factual and accurate description of the data in the field. The informants of this study were 10 (ten) Officials / Staff within the Government and Regional Autonomy Bureau of the Regional Secretariat. The data analysis technique used is data analysis carried out using triagulation techniques, namely matching data between interviews, observations with documentary evidence or other opinions. In general, the results of research on the Implementation of Good Governance Principles in the Regional Government and Autonomy Bureau of the Riau Province Secretariat, seen from the following indicators: Accountability, Transparency, Participation, Legal Certainty / Legal Rules, Efficiency and Effectiveness, Strategic Vision already "Good enough" it's just that overall it's not optimal. The principle of Transparency is still not effective. The Accountability Principle also still does not work in accordance with what is expected because the accountability reports and policies taken in the Regional Government and Autonomy Bureau of the Riau Province Regional Secretariat sometimes still do not match what is reported. In the Principle of Participation in this case the community is still not involved, whereas for the application of the principles of Legal Certainty / Legal Rules, Efficiency and Effectiveness, the Strategic Vision of the Regional Government and Autonomy Bureau of the Riau Province Regional Secretariat is already quite well implemented. There are factors that hinder the Implementation of the Principles of Good Governance in the Regional Government and Autonomy Bureau of the Riau Province Regional Secretariat, namely awareness of responsibility, access to information is still lacking in government apparatus, lack of transparency over policies and programs adopted by local governments to the public.
