Abstract

Immigration occupies a general and strategic position in the context of controlling and supervising foreign citizens, not only has the consequences of demanding an optimal role in formulating immigration policies concerning foreigners. The movement of population from one region of the country to the territory of another country can be one of the causes for the emergence of various immigration problems, and is a challenge that requires an increase in the ability to anticipate the flow of changes that are very fast occurring. The arrival and presence of asylum seekers and refugees in Indonesia, especially Pekanbaru, is currently a protracted problem and difficult to handle due to Indonesia's strategic position as a transit country. Immigration violations and crimes will arise with the arrival of foreign nationals. This study aims to determine the implementation of supervision and enforcement of immigration law against foreign nationals holding KITAS (Limited Stay Permit Cards) in the Class I Immigration Office Pekanbaru. This writing when viewed from the type of writing research, it is classified as research that is only based on primary data, namely the main data that the author gets from the field by conducting direct interviews with several sources that the author has appointed. The results of the study can be concluded that, the mechanism in the provisions for implementing immigration control of foreign nationals in Pekanbaru according to Law number 6 of 2011 is the constraints in immigration control of foreign nationals in Pekanbaru, namely the problem of budget funds, the role of officers / officials. / immigration apparatus, human resources especially immigration officers and the lack of community participation and solutions to overcome these problems by holding outreach to the public about the new immigration law number 6 of 2011, coordination with related agencies, immigration a more selective policy, additional human resources at the immigration office.
