Abstract

The cooperation agreement made between the Department of Public Works and Spatial Planning of Bengkalis Regency with PT. Raissa Gemilang has fulfilled the legal requirements of an agreement as stipulated in Article 1320 of the Civil Code. For subjective terms in the agreement, namely: each party in the cooperation agreement agreed and competent, both the Department of Public Works and Spatial Planning, Bengkalis Regency and PT. Raissa Gemilang. For the objective conditions in the agreement it is clear, namely the administration of road supervision, while a lawful cause, namely the content and the agreement on administrative problems of the Department of Public Works and Spatial Planning of Bengkalis Regency with PT. Raissa Gemilang. The main problem of this research is how the agreement for the implementation of the road improvement supervision of the Poros road in Mandau C district between the Public Works and Spatial Planning Office of Bengkalis Regency and PT. Raissa Gemilang and Constraints on the Agreement on the Implementation of Supervision Work on the Improvement of the Poros Road in Mandau C District between the Public Works and Spatial Planning Office of Bengkalis Regency and PT. Raissa Gemilang. This type of research is an observational research by means of a survey, namely research that takes data directly from the population / respondents by conducting interviews as a means of collecting data. Meanwhile, if viewed from its nature, this research is descriptive, namely research that explains in clear and detailed sentences. Agreement on the Implementation of Supervision Work on the Improvement of the Poros Road in Mandau C District between the Public Works and Spatial Planning Office of Bengkalis Regency and PT. Raissa Gemilang is to carry out the work of the axle road supervision in Mandau District which is carried out for 7 (seven) full months in accordance with the rights and obligations contained in the contract Number 05-S / SPP / KONSUL / PUPR-BPJJ / III / 2019. Constraints on the Agreement on the Implementation of Supervision Work on the Improvement of the Poros Road in Mandau C District between the Public Works and Spatial Planning Office of Bengkalis Regency and PT. Raissa Gemilang that the implementation of the agreement in the beginning went well, but there were still obstacles in its implementation because PT. Raissa Gemilang did not fulfill his achievements, as promised, such as the supervision carried out was not optimal, the contractor who carried out the work was late in carrying out his work, so that the work time was increased, besides that the materials used were not in accordance with the TOR, plus in doing work on time rain came, so that the work was not maximally done.
