Abstract

Koperasi Unit Desa (KUD) Tujuh Permata in Bagan Tujuh Kunto Darussalam Subdistrict Rokan Hulu District was a institution led by the chairman of Koperasi Unit Desa (KUD), secretary of Koperasi Unit Desa (KUD), and chamberlain of Koperasi Unit Desa (KUD). This Institution provided loans to its members. However, in its implementation, there were still many shortcomings in the implementation of the credit granting agreement at the Koperasi Unit Desa (KUD) Tujuh Permata in the Kunto Darussalam Subdistrict, Rokan Hulu District. The problem in this study was how the implementation of the credit agreement at the Koperasi Unit Desa (KUD) Tujuh Permata in Bagan Tujuh Kunto Darussalam Subdistrict Rokan Hulu Distritc and how to resolve the problem in the event of default from debtors who do not pay in accordance with the credit agreement. The research method used in this study was observational research by means of field surveys or research. While the nature of this research was descriptive, namely to make a full and clear description of the reality of the implementation of the credit granting agreement at the Koperasi Unit Desa (KUD) Tujuh Permata. Data collection tools in this study were observation, questionnaires, and interviews. In this study is used a qualitative approach and the method of drawing conclusions in an inductive way from things that were specific to the general. From the results of the research conducted by the authors that the implementation of the credit granting agreement at the Koperasi Unit Desa (KUD) Tujuh Permata was made in writing, set forth in stamped under the deed and collateral in the form of an oil palm plantation. In practice, the debtor experienced congestion (default) in the payment of principal installments and interest installments. Because KUD administrators did not implement the principle 5c in the credit agreement and lack of good behavior from the debtor in making credit payments. In solving the problems that occur the KUD used 3 steps (effort) such as direct reprimand, reprimand, and the final step by means of intervention. The intended intervention was an action taken by both parties assisted by a third party in its resolution. The third party here was a farmer group whose job was to collect the results of oil palm plantations by selling plantation products in order to get money as a payment of congestion made by the debtor. The KUD chose intervention because it was more simple, informal and direct. By means of this intervention the debtor could repay the installments by giving an agreed period of extension. So that mutual benefits for both parties and guarantees from the debtor were not confiscated by the Koperasi Unit Desa (KUD).
