Abstract

Community empowerment is the implementation of program activities that are carried out aimed at building community empowerment based on the interactions that occur between each community who are actively involved in the process starting from planning activities, implementing activities, monitoring activities to assessment activities of a program or empowerment activity. community which aims to provide improvements to the welfare and prosperity of the community, especially the people of Ukui sub-district, Pelelawan Regency. The active role of the community in the enthusiasm for implementing community empowerment activities is also very much needed to balance and assist the role of a sub-district head in implementing empowerment planning. The main problems of this research are: How is the implementation of the Camat's authority in the field of community empowerment in Ukui District, Pelelawan Regency and what obstacles does the Camat meet in implementing community empowerment in Ukui District, Pelelawan Regency? The type of research used is research that belongs to observational research or observational research, the author goes directly to the field to find and collect data that will be used as material for writing scientific papers, the data is obtained through distributing questionnaires and interviews. The results of this thesis are that the Camat's authority in the field of community empowerment in Ukui District, Pelelawan Regency is based on Law Number 23 of 2014 concerning Regional Government in Article 225, one of which is to coordinate community empowerment activities in the sub-district area and that the obstacles The implementation of the Camat's authority in the field of empowerment in Ukui Subdistrict, Pelelawan Regency, namely: Social, Cultural Characteristics and Lack of Awareness from the Community, Low Level of Community Education, Difficulty in Accepting Changes, Lack of Monitoring and Evaluation of the Implementation of Empowerment, and Customs, Habits, and Traditions Community of Ukui Subdistrict, Pelelawan Regency.
