Abstract

This research examines the implementation of 3 Kg LPG Gas Sales in Marpoyan Damai District, Pekanbaru City based on Presidential Decree No. 104/2007 concerning the Supply, Distribution, and Pricing of 3 Kg Liquefied Petroleum Gas Cylinder, 3 Kg LPG Gas which should be sufficient for poor people but In fact, there are still many poor people as well as MSME entrepreneurs who are short of gas in the Marpoyan Damai District area. There are 2 (two) main problems that the researchers raised in this study, namely first, how is the implementation of gas sales according to Presidential Regulation No.104 of 2007 in Marpoyan Damai District and second, What are the inhibiting factors in the implementation of gas sales according to Presidential Regulation No.104 2007 concerning the Provision, Distribution and Pricing of 3 Kg Liquefied Petroleum Gas Cylinder in Marpoyan Damai District. In this study, researchers used a type of observational research method by conducting interviews with the Department of Industry and Trade of Pekanbaru City, LPG 3 Kg Base, Marpoyan Damai District, the poor in Marpoyan Damai District. The results showed that the implementation of the 3 Kg LPG Gas Sales was not right on target because there were still many cheats, namely in the form of selling to the people of the upper class and there were still many who sold above the HET so that the poor complained about the shortage of 3 Kg LPG Gas. The inhibiting factors that occur are the limited human resources in carrying out supervisory tasks, as well as the lack of participation in the environment such as household, rw, village head, sub-district head in supervising 3 Kg LPG gas, it needs strict sanctions from the Pekanbaru City Trade and Industry Office, lack of awareness from agents and LPG officers in the existing Regulations, as well as facilities and infrastructure that help in the sales process to run smoothly.
