Abstract
The government has the obligation to organize various health events for all Indonesian citizens, one of which is the safety of addictive substances, which is regulated in Article 17 of the Health Law no. 36 of 2009 concerning Health, because in a cigarette there are many chemicals that are dangerous and even categorized as poisons, including nicotine, tar, insecticides, polycyclics and also carcinogens. (Husaini, Tobat Smoking, 2006, p. 23). Passive smokers are referred to as Involuntary Smoking, the name given to people who do not smoke, but they seem to be required to smoke cigarette smoke from active smokers near them. (Husaini, Tobat Smoking, 2007, p. 99). Involuntary Smoking will be very disturbed if a place that should be free of cigarette smoke turns into a smoking area for some people. It would be nice if we fully support this KTR (No Smoking Area), to better restore the rights of non-smokers. Especially still given a special place for smokers to enjoy their cigarettes. This KTR also helps the community in suppressing the emergence of new smokers such as teenagers and minors. This study has two problem formulations, namely how the application of the Mayor of Pekanbaru Regulation No. 39 of 2014 concerning Non-Smoking Areas in Kacamayang RTH, Pekanbaru Citypark RTH, and Taman Tunjuk Ajar RTH and what are the obstacles in implementing Pekanbaru Mayor Regulation no. 39 of 2014 concerning Non-Smoking Areas. The research method used in this research is observational research, by means of surveys, namely research by going directly to the field using interviews, if viewed from the nature of this research is descriptive because this research intends to provide a clear and detailed description of the problems that are the main researchers . The results of the research carried out are the application of Mayor Regulation no. 39 of 2014 concerning Non-Smoking Areas in the three green open spaces has not focused on active smokers' activities, but is only limited to banning cigarette advertisements and events supported by cigarette companies. Furthermore, the obstacles in implementing Pekanbaru Mayor Regulation No. 39 of 2014 concerning Non-Smoking Areas, namely the first lack of supervision by the Pekanbaru City Satpol PP. 39 of 2014, and the three sanctions are only administrative sanctions that have not provided a deterrent effect to violators of the regulations.
