Abstract

Regional Regulation (Perda) is a regulation made by the regional government together with the DPRD that fulfills the elements of welfare and usefulness of a region. The existence of the main problems in this study relates as follows, the procedure for establishing the Regional Regulation of the Riau Province Spatial Plan and the position of the Regional Regulation on Provincial Spatial Planning based on Law Number 12 of 2011 concerning the Establishment of Legislation. This research can be classified into normative legal research and descriptive type. The method of drawing conclusions in a deductive way, namely drawing conclusions starting from things that are general to things that are specific. Regarding the establishment of the Riau Province RTRW Regulation as follows, the Minister of Home Affairs issued Minister of Home Affairs Regulation concerning Evaluation of Riau Province Regional Regulation concerning Riau Province RTRW 2017-2037, Governor (Andi Rachman) sent a letter regarding the validation of Riau Province RTRW KLHS Documents to KLHK, Director General of Forestry Planning, and Environmental Management.The process of ratifying the RTRW Regional Regulation of Riau Province, Director General of Planology (Sigit Hardwinarto responded by sending a letter containing there is still a discrepancy between the RTRW SEA of Riau Province 2017-2037 with quality assurance, Acting Governor (Wan Tamrin Hasyim) sending a letter regarding follow-up the results of the coordination meeting on the development of the drafting of the RTRW KLHS Riau Province 2017-2037, KLHK sent a letter to the Acting Governor regarding Validation of RTRW KLHS Riau Province 2017-2037, Secretary (Ahmad Hijazi) sent a letter Regarding Request for the Ranperda Register Number to the Minister of Home Affairs Regional Legal Products Directorate General of Regional Autonomy, held Coordination Meeting verification of evaluation results 26 records according to Minister of Internal Affairs Minister of Religion has been followed up by the Riau Provincial Government, Director (Sukoyo) Director of PHD Director General of Regional Autonomy send letter No.70 / Reg / PHD / IV / 2018 regarding the Regional Registry Registration Number to the Secretary of the Ministry of Home Affairs gave Noreg the Perda of Riau Province (10,105 / 2018), Acting Governor (Wan Tam rin Hasyim) stipulates Perda No 10 Tahun 2018 concerning RTRW of Riau Province. The position of the Provincial RTRW Regional Regulation in Law Number 12 of 2011 concerning the Establishment of Legislation Regulations does not explain the difference in position between the Provincial RTRW Perda and other Regional Regulations, in which the regulation on Provincial RTRW with other regulations has the same position in its establishment and provincial RTRW regulations and other local regulations are included in the prolegda (Regional Legislation Program).
