Abstract

In an effort to control overcrwading conditions in large numbers of Correctional Institutions in Indonesia that reached 105% occupancy density. Especially in The Correctional Institution Class II A Pekanbaru which experienced a density of up to 104% (from the number of residents of 1,700 people) with a residential capacity that is only available a number of 700 - 800 people based on the system of The Correctional Database. Therefore, to overcome the overcrwading conditions, progressive steps are needed through the acceleration /crash of the program of granting Conditional Leave, Pre-Release Leave, and Parole for Children and Inmates of common crimes in the implementation of Indonesian law. This study has 2 problem formulations, namely: How the implementation of the Crash Program on parole for residents of prison correctional facilities Class II A Pekanbaru And What are the obstacles in how the implementation of the Crash Program against parole for prison- assisted residents Class II A Pekanbaru. The method used to answer the above problems is by researching the law of observation (survey) by conducting field research at the Correctional Institution Class II A Pekanbaru. The data used in this thesis is obtained through interviews, questionnaires, literature books, legal journals, thesis, laws, and legal dictionaries. The entire data that has been obtained is then analyzed quantitatively, then concluded through deductive methods. From the results of the study showed that the Implementation of Crash Program on parole for residents of correctional prison Class II A Pekanbaru, intended to reduce the overcapacity that occurs in Prison Class II A Pekanbaru, where the policy crash program, an alternative meets the administrative requirements to obtain parole for inmates whose families of the inmates concerned are not known their whereabouts and identity. Obstacles experienced in the implementation of the Crash Program against parole for the community of Prison Correctional Services Class II A Pekanbaru, namely: at the beginning of the implementation of the occurrence of miss communion between the Correctional Institution (Prison) Class II A Pekanbaru and the Correctional Agency (Bapas) Class II Pekanbaru, In addition, there are also other inhibitory factors, namely: The procedure of proposing parole is too complicated and takes a long time and often the families of the inmates concerned are not willing to be used as guarantors, and this policy is issued for only inmates whose families are completely unknown to their gender and identity.
