Abstract

In this study we can find out that the delegation of central authority to regions within the authority in the field of licensing to the Head of the Investment Services and One-Stop Integrated Services, is in accordance with Law Number 03 Year 2014 Article 101 paragraph (3). One Stop Service, is a service to make it easier for people to take care of licensing. The research that the author is doing establishes the main problems in the Implementation of the Granting of Small Industrial Business Licenses by the Government Based on Law Number 03 Year 2014 concerning Industry and the constraints related to Industrial Licensing. Research methods used by researchers belong to observational research, research was conducted in Pekanbaru City DPMPTSP with Head of Complaints Section and Information Services and Head of Licensing Section of Pekanbaru City DPMPTSP which was obtained through interviews to collect the required data, whereas when viewed from the nature of this study Deductive, which is research that takes conclusions and explains things that are general to things that are Special in nature. Based on the research, it can be concluded that the lack of awareness and concern for the public regarding information and legal development is one of the obstacles in accelerating the performance of regional government related to licensing that will be used by industry (community). It is recommended that people care more about the importance of permits. Because there are so many benefits if our industrial business has a legal permit from the government. And for DPMPTSP Pekanbaru City must always improve its service to the community and always monitor the permission that has been given so that the permit is not misused.
