Abstract

Crime theft is the most common thing, many factors and causes of someone committing a crime of theft. Among other factors economy, low education level, and can also be caused because of diseases such as kleptomania. At present, theft is also carried out on intangible objects such as gas and electric current, between these two intangible objects the electric current is the good most often stolen in Indonesia, especially in the city of Dumai. Criminal act theft of electricity in Dumai City is mostly carried out by various types individuals from the household, owners of small industries and also from Entrepreneurs and Factories located in the city of Dumai. That matter can occur due to various factors, which of course can be detrimental State finances and also burden the perpetrators of theft by paying a substantial amount of fines. Based on the background of the problem the author described above, then the formulation of the problem of this research is what causes it to happen criminal offense of theft of electricity by households in the city of Dumai precisely in the area of ​​PLN Dumai Kota Rayon and efforts to prevent and repeating the crime of theft of electricity by the house stairs in the city of Dumai precisely in the area of ​​PLN Rayon Dumai City. This research, if seen from the type of research, uses a method observational research (observational research) that is by way of a survey, i.e. the author directly locates the research to obtain the required data by using a data collection tool in the form of an interview. The nature of this research is descriptive, which provides a clear and complete description of crime of theft of electric current carried out by customers in the region PLN Rayon Dumai City. Factors causing the occurrence of criminal acts of theft of electricity by parties households in Dumai city precisely in the area of ​​the Dumai Kota PLN Rayon namely, factors want cheap electricity, ignorance of customers, factors of the person the bureau, a factor in the lack of supervision, a lack of technology adequate. While efforts are made to prevent and overcome the occurrence of a crime of theft of electricity by the household in the city Dumai precisely in the area of ​​the Dumai Kota PLN Rayon, such as preventive efforts provide information to the public, check every day, make advertisements and banners about the prohibition of theft of electricity. other than that also carried out repressive efforts such as giving sanctions to the perpetrators theft of electricity in accordance with the rules that apply in the PLN, but if the perpetrator does not comply with and refuses to carry out the sanctions that have been set then the case of theft of electricity will be handed over to the party police to be resolved through criminal channels.
