Abstract

In Government Regulation Number 17 of 2018 concerning Sub-Districts, one of the tasks of the camat is to foster the administration of village government and / or kelurahan. The scope of the subdistrict head's tasks included conducting and supervising the administrative administration of the village and / or kelurahan government, providing guidance, supervision, facilitation, and consultation on the administration of the village and / or kelurahan, conducting supervision and supervision of the village head and / or lurah , conduct guidance and supervision of the village and / or kelurahan apparatus, conduct village and / or kelurahan government administration at the sub-district level, and report on the implementation and supervision of village and / or village administration at the sub-district level to the regent / mayor. The main problem in this study is how the role of the Camat in fostering the implementation of urban village administration in Tampan sub-district, Pekanbaru and what are the obstacles of the sub-district head in fostering the administration of urban villages in Tampan sub-district, Pekanbaru. This research is seen from the type of research included in the type of observational research, namely by surveying or directly reviewing the location of the study using data collection tools such as interviews and questionnaires. While the nature is descriptive. The conclusion of this study is the Role of the Camat in Fostering the Implementation of Village Administrations in Tampan Subdistrict, Pekanbaru City, which is sufficiently carried out, because it is in accordance with Government Regulation Number 17 of 2018 concerning Sub-Districts. This can be seen from the form of coordination that was always carried out by the SubDistrict Head towards the Nine Lurah in Tampan Subdistrict, then the Lurah coordinated with the RTs and RWs in their respective villages. Besides that, it was also supported by the existence of routine meetings held at least twice a week between the sub-district head and village heads in Tampan District. In the meeting discussed the problems faced by each village which were then solved together. Then the Camat's obstacle in fostering the administration of the kelurahan in Tampan Subdistrict is that in the meeting between the sub-district head and the Nine Lurahs which are held at least twice a week, some lurahs often do not come. The village head represents the lurah secretary or other staff. So that the guidance carried out by the sub-district head to the lurah was not maximal. In addition, the Tampan sub-district head did not go directly to the field to directly guide all kelurahan officials. Camat only coordinates through the respective lurah. So that the role of the sub-district administrator in fostering all the kelurahan tools is not implemented. As a result, the administration of the kelurahan which is carried out by the kelurahan apparatus such as administrative services to the community is not optimal.
