Abstract

Restaurant is a commercial place that provides food and drinks. Many make a restaurant business, in the city of Pekanbaru in the sub-district of the highway there are several restaurants that we can visit as desired. In building a business in this field, the business owner must make a business permit application. Licensing is very necessary in building a business, in the case of a restaurant business it is necessary to obtain a local government permit, and must pay its taxes. It is indeed not easy in the procedure for making permits in accordance with the provisions of "Regional Regulation Number 10 of 2000 Concerning Restaurant Licensing" in the regional regulation, the procedures and system of tax collection are very clear. So that every business owner must comply with these regulations. As for the main problems in: 1) How is the implementation stage of business licensing for restaurants and restaurants in the city of Pekanbaru in the sub-district of Bukit Raya based on regional regulation No. 10 of 2000 concerning restaurant permits? 2) What are the obstacles and constraints in the implementation of a restaurant business permit in the city of Pekanbaru the Bukit Raya sub-district based on regional regulation number 10 of 2000 concerning restaurant permits? The research method used in this research is observational research, from the nature of this research is descriptive descriptive research is research that is intended to investigate the circumstances, conditions or other things that have been mentioned, the results of which are presented in the form of research reports.The results of his research are that in daily life food becomes the main thing, no wonder why culinary businesses are currently very much in demand by entrepreneurs. Making a restaurant business the owner must make a government licensing application based on Regional Regulation Number 10 of 2000 .. The tourism office is just waiting for a report from the Investment and Integrated Services Office at the One Door that the tourism office conducts a BAP or checks it to the related restaurant and if it passes the new standardization is asking for the signature of the restaurant owner and sending the BAP to the One-Stop Integrated Investment and Services Office for processing. Finally, the Fire Service, the restaurant owner asks for the form and completes it completely. After everything is finished, the One-Stop Investment and Integrated Services Office will process and issue the permit for the restaurant owner's business license. But it is unfortunate for the perdanya itself does not explain the stages. And the local regulation needs to be revised again, so that it is in accordance with the regulations.
