Abstract

To carry out the assigned tasks of the Pekanbaru Mayor Regulation No. 39 of 2014 concerning No-Smoking Areas, the Pekanbaru City Government issued a Circular to limit the display of cigarette advertisements in certain places. Since the issuance of Pekanbaru Mayor Regulation No. 39 of 2014 concerning NoSmoking Areas only in health facilities, educational facilities, social facilities (mosques), and airports that have just implemented the regulation. Field observations obtained from the phenomenon of the problem regarding the implementation of supervision of No-Smoking Areas in Pekanbaru City, namely there are still a number of cigarette advertisements on several main streets in the city of Pekanbaru which are prohibited from serving cigarette advertisements, there are no strict sanctions against advertisers or cigarette companies that advertise cigarette out of place. At present sanctions are only given in the form of reprimands and disassembly of billboards. The purpose of this research is to analyze and explain the evaluation of Pekanbaru Mayor Regulation No. 39 of 2014 concerning No-Smoking Areas and their obstacles. The method used is descriptive and qualitative methods; The informants in this study were the Head of the Civil Service Police Order Division, the Head of the Health Office and the people of Pekanbaru City. Interview, observation and documentation data collection techniques. This study concludes that Pekanbaru Mayor Regulation Evaluation Number 39 Year 2014 Regarding No-Smoking Areas in Pekanbaru City (Study of Cigarette Smoking), the results obtained that the evaluation of the mayor's regulations on non-smoking areas is not as expected. This can be seen in the application of sanctions against violators only in the form of reprimands, giving warnings is not done continuously so that there is no habituation of the community to discipline and provide a deterrent effect
