Abstract

This study aims to determine Service Innovation in the Manufacture or Management of Birth Certificates at the Population and Civil Registry Office in Karimun Regency. Indicators of this research are Products, Processes, Methods, Policies, Systems. This type of research located in Kabuten Karimun is a Descriptive Survey, which prioritizes interviews as a data collection tool and the data collected with this tool are then used as the main raw material for analyzing the empirical conditions of the objectivity of the existence of research objectives at the location being examined. The informants in this study were the Head of the Population and Civil Registration Office of Karimun Regency, the Civil Registration Service Section of Karimun Regency, the Service Innovation Section of Disdukcapil in Karimun Regency, the Community that Conducted a Birth Certificate in Disdukcapil. The Census Techniques for employee informants and the Purposive Sampling technique for community informants, the types and data collection techniques used in this study consisted of, primary data collected using interviews and secondary data collected using observation and documentation techniques. While the data analysis technique used is using the creswell theory. Based on the research process that is used with the techniques and data collection as above, the authors find the conclusion in this study that the services provided by the Office of Population and Civil Registration of Karimun Regency so far can still be said to be done using methods in general where the community still has to queue for a long time and also have to go through a long procedure, apart from that, to meet the satisfaction of the community, the Population and Civil Registry Office of Karimun Regency also has not been able to provide adequate facilities and infrastructure in terms of the availability of waiting room facilities and facilities inside such as air circulation poor lighting, minimal lighting, and loudspeakers to call queue numbers that are not available.
