Abstract

Keywords: implementation, local regulation, self-service store management Implementation of Pekanbaru City Regulation number 9 year 2014 on People's market management, shopping centers and convenience stores depart from the issue of supermarket management and local products are less concerned by the city government Pekanbaru in provision local products at Indomaret Minimarket in Tampan district. The purpose of this research, is to describe how the implementation of the regional regulation of Pekanbaru City Number 9 year 2014 about people's market, shopping centre and convenience store (case study: Minimarket in Tampan district). The theory used in the study was the policy implementation theory posed by Edward III encompassed; Communication, resources, disposition and bureaucratic structure. This type of research is qualitative, and the location of its research is the district handsome Kota Pekanbaru. There are two people who are made informant in this research and to collect and search for the research of researchers using interviews in this study, after the collected data is then analyzed on a detailed basis, in order to get answers about Implementation of this regional regulation. After thorough research and interviews, the results of the research on the implementation of the regional regulation of Pekanbaru City Number 9 year 2014 about the management of people's markets, shopping centers and convenience stores (case study: Minimarket in Tampan district) is "unimplemented", with some obstacles such as inconsistent in implementing the socialization of this regulation, lack of human resources and the ability of policy executor, lack of execution and weak commitment Responsibilities of the policy implementing the Department of Commerce and Industry Pekanbaru city.
