Abstract

Development through community participation is one of the efforts to empower the potential of the community in planning development related to the potential of local resources based on the discussion of deliberation. Thus the purpose of this study is to find out the participation of the community in the Development in Pesaguan Village, Pangkalan Lesung Subdistrict, Pelalawan Regency and to find out the inhibiting factors of community participation in the Development of Pesaguan Village in Pangkalan Lesung District, Pelalawan Regency. The type of research used is qualitative. Research informants were the Village Head, BPD Chair, Hamlet Head, and Chair of LKMD, Community Leaders, Pesaguan Village Community, Pangkalan Lesung Subdistrict, Pelalawan District with the technique of determining snowball sampling information. In this study used descriptive methods, namely the collected data are classified according to the type and shape then presented descriptively. The results showed that community participation in the development in Pesaguan Village had not been as expected, this was due to a) Pesaguan Village Community was not involved in fundraising or fund contributions and development fund donations were held. Thus the level of public trust in the village government in development still exists even though it is not involved in its funding. b) Most of the people of Pesaguan Village are active in contributing labor in the form of mutual assistance activities and there is providing assistance in the form of food and drinks during mutual cooperation activities. c) The village of Pesaguan has participated in the proposal, formally form various forms of development in the village through participating in the musrembangdes activities. d) Pesaguan Village Community has participated in maintaining and maintaining development with various concrete steps, especially development around it. In the village of Pesaguan community in every village development activity encountered several inhibiting factors, namely the lack of people in providing donations in the form of funds and maintaining the existing development.
