Abstract

In the service of issuing a death certificate by the department of population and civil registration in the district of Kuantan singing. The performance of government officials of the Department of Population and Civil Registration is still not optimal in providing services to the public in the availability of officers in service, smooth communication, providing solutions to complaints and providing promised services immediately, accurately, and satisfactorily from officials which includes certainty of service schedules , clarity of information by officers and speed of service processes, and lack of staff friendliness, service personnel ability, responsibility and fairness of behavior in service as well as safety and comfort to the community. From the above problems, this study aims to determine whether the variable physical evidence, responsiveness, reliability, assurance and empathy as determinants of the quality of public services in the issuance of death certificates at the Population and Civil Registry Office in Kuantan Singingi Regency and to determine the obstacles in providing deed issuance services Dead. The method in this study uses qualitative methods with a descriptive approach. In this study sample withdrawal is done by census and purposive sampling techniques. The key informants and informants in this study are the head of the civil registration, the head of the birth and death section, the counter staff and the community who have taken care of the death certificate. Data analysis techniques are carried out by collecting data obtained from interviews, observations and documentation by considering synchronizing the data analysis process from various sources and from different techniques from data collection, data reduction, data presentation and then drawn conclusions. Based on the results of research that in the service of the issuance of death certificates in the population and civil registration services, the quantansinging regency is seen from all the indicators that have been implemented well, while in practice it is still ineffective and there are still people who do not know the procedures in the process of issuing death certificates due to lack socialization. It is expected that the civil service and civil registry officials will be more transparent in administering administrative services and socializing services to the community, and for the community it is expected to understand the importance of arranging death certificates.
