Abstract

This study aims to determine the role and obstacles of the village government in carrying out population administration services in Sukaraja Village, Logas Tanah Darat District, KuantanSingingi Regency. The problems in this study are: 1. An indication of the performance of the village apparatus that is lacking in providing services to the community optimally. Due to the absence of perdes governing standard operational procedure (SOP), 2. Indicating lack of transparency in the cost of services requested by village government officials. For example the cost of obtaining a cover letter from the village such as a Covering Identity Card. The purpose of this research is to know the role of the village government in carrying out the Population Administration Services of Sukaraja Village, Logas Tanah Darat District, Kuantan Singingi Regency. The concept that researchers use in this study is to use qualitative methods with a descriptive approach, namely research that seeks to describe the object or subject being studied in accordance with what it is, and explain about variables and indicators in this case are Norms, Individuals in society as organizations, and Individuals in the social structure of society. The research informants were the village head, village secretary, head of the government section, head of general affairs and administration and the community as additional informants. The theory used in this study is the Role Theory of Soerjono Soekanto in Lewis A. Coser and Bernard Rosenberg. In this study sample withdrawal is done by census and purposive sampling techniques. Data analysis technique is done by collecting data obtained from interviews, observations and documentation by considering synchronizing the data analysis process from various sources and from different techniques from data collection, data reduction, data presentation and then drawn conclusions. Based on the results of the study it was concluded that not all indicators were implemented properly and in its implementation it was still less effective and there were still some from the community who did not know the procedures in the process of population administration services due to lack of socialization.
