Abstract

Village Funds are funds sourced from the State Expenditure Budget allocated for Villages that are transferred through the Regency / City Budget, these funds are used to finance the administration of the government be it the construction of community development and community empowerment so the Village Fund Management emerges namely the control and utilization of all sources the power that exists to achieve certain goals. However, in Kulim Jaya Village there is an inappropriate budgeting and the lack of management of the Village Fund with the objectives to be achieved. The purpose of this study was to determine the Village Fund Management in Kulim Jaya Village Development, Lubuk Batu Jaya District, Indragiri Hulu Regency and to find out the inhibiting factors. The indicators used include Planning, Implementation, Administration, and Accountability. This type of research located in the Kulim Jaya Village is using qualitative descriptive, which is to investigate objects that cannot be measured using numbers because the aim is to reveal events or facts, circumstances, and phenomena during the research. The key informants were the Head of Kulim Jaya Village, and the informants were the Village Secretary, BPD, Head of Finance, Head of Development, Head of Hamlet and Community Leaders in Kulim Jaya Village. The type of author's research comes from primary data that is obtained directly from informants through interviews and documentation and secondary data that is data obtained to complete primary data. While the data analysis technique is in the form of a description of the findings in the field in the form of data and information from interviews and documentation. So it can be concluded that in the Management of Village Funds based on accountability indicators there is a delay in reporting so as to hamper its development in one of the infrastructure constraints.
