Abstract

In Pekanbaru City Regulation Number 8 of 2014, Article 36 second point, the role of the community in managing waste includes, maintaining environmental cleanliness. While Article 66 point one, every person is prohibited from littering on the streets, parks or public places. In this Perda it has been explained and become a society's demand not to throw away sa, haphazardly, but in reality there are still many people who kill waste improperly. this is needed by the data obtained by researchers. In 2010-2015 the total landfill waste in the handsome district has increased from 33.82 to 94.10 tons / day and decreased from 2016 to 2017 to 76.85 tons / day. The decline in landfill that occurred from 2016 to 2017 was caused by the large number of people who did not dispose of garbage at the designated TPS, the community instead disposed of waste at the illegal TPS. The formulation of the problem in this study is "How is Community Participation in supporting the Implementation of Pekanbaru City Regulation Number 08 of 2014 concerning Waste Management (Case Study in the Tuah Karya Subdistrict of Handsome District) ?. Research Objectives To find out Community Participation in the Regional Regulations of Pekanbaru City No. 08 of 2014 concerning Waste Management (Case Study in Tuah Village, Tampan District) and also its obstacles. Benefits of research To provide correction and motivation for the authorities in participating in the Pekanbaru City Regulation Number 08 of 2014 concerning Waste Management. This type of research uses descriptive methods using quantitative. The research site is Tuah Karya Subdistrict, Tampan District, Pekanbaru City. Types and sources of data are Primary Data and Secondary Data. Data collection techniques in this study were questionnaire, interview, documentation and observation. Based on the analysis techniques and methods used by researchers, it can be concluded that in Pekanbaru City Regulation Number 08 of 2014 concerning Waste Management as well as waste management is a systematic, comprehensive, and sustainable activity which includes the reduction and handling of waste. Law No. 18 of 2008 concerning waste management states the purpose of waste management is to improve public health and environmental quality and to make waste a resource.
