Abstract

Keywords: Community Participation, Siskamling Implementation Public awareness in participating in the security and order sector is a potential security of self-help that needs to be preserved and enhanced in order to foster mental attitudes, sensitivity and responsiveness of each community member in realizing security and order in each of their respective environments. In Rokan Hulu Regency, Ujungbatu Subdistrict precisely in Ujungbatu Subdistrict the night watch patrol habit is almost no longer implemented, even though there are many benefits to patrolling or siskamling. In siskamling activities, not only the community moves, police members also take part in the siskamling activity, which is called Bhabinkatibmas. Then, this study aims to determine community participation in the implementation of the social security program in Ujungbatu Village, Rokan Hulu Regency and what are the obstacles in its implementation. This study uses qualitative methods with descriptive research type to describe the real or actual situation. From the description that the author has explained in the discussion by taking into account the indicators of community participation in the implementation of social security in Ujungbatu Village, Rokan Hulu Regency, it is no longer running. It can be seen that all indicators must be considered again such as the contribution of the community is no longer visible, community organizing, and the role of the community is no longer active. If the social security activities are carried out again, the Kelurahan government, Bhabinkatibmas, Babinsa, and neighborhood units need to provide encouragement and need to form a better communication forum for the implementation of social security activities to the community. Without the support and communication, the siskamling activities will not be carried out again.
