Abstract

The problem of this research is about the assets of the local government of Rokan Hulu district which cannot be utilized and maintained optimally, while the assets in question are vacant land, official cars and official houses located in the Regional Government office complex through the Regional Financial Management and Asset Management Agency in Rokan Hulu Regency . This study aims to determine the level of role of the Regional Financial and Asset Management Agency in Rokan Hulu Regency in the utilization and maintenance of regional assets. This type of research is descriptive qualitative through in-depth interviews, observation and documentation as data collection and data collected by then used as the main raw material for analyzing the empirical conditions of the level of role at the location carefully. While the data analysis technique used is qualitative data analysis technique. Types and data collection techniques used consist of primary data collected using interview techniques and secondary data collected using observation techniques. The Regional Financial and Asset Management Agency has not used the vacant land owned by the Regional Government, and has not been involved in the activities of the utilization and maintenance of official houses, but has conducted auction activities on official cars. Based on this discussion the researchers concluded that the Role of the Regional Financial and Asset Management Agency in the Utilization and Maintenance of the Regional Assets of Rokan Hulu Regency had run quite well but was not directly involved but was managed by the Regional Secretariat. Recommendations that need to be considered are especially related to the delegation of authority in the utilization and maintenance of assets by the Regional Secretariat to the Regional Financial and Asset Management Agency in order to carry out the utilization of vacant land and improve coordination between the two agencies.
