Abstract

This study aims to determine how effective the implementation of the government program regarding the provision of social assistance for economic business in the savings and loan (uek-sp) village of dawn of life in the village of Muara Fajar, Rumbai sub-district. The theory used in this study is the theory of effectiveness that is characterized by Mahmudi, including; Inputs, Processes, Outputs, Outcomes. This type of research is a qualitative type, and the research location is in the Muara Fajar Village, Rumbai District. There were 8 people who were used as informants in this study and to collect and search for data researchers used interviews in this study, after the data were collected and will be analyzed descriptively, in order to get answers about the effectiveness of government programs on the provision of social assistance economic businesses savings and loan villages (uek-sp) dawn of life in the village of Muara Fajar, Rumbai District. After conducting research and in-depth interviews, the results of the research on the implementation of the effectiveness of government programs on the provision of economic assistance for economic businesses in the savings and loan village (Uek-sp) dawn of life in the Muara Fajar sub-district, Tassel District are "quite effective", with some obstacles such as less the government clearly made policies, so that it was burdensome for the poor who were unable to meet these requirements. Both processes, namely where the socialization andverification are not maximized so that the community does not understand the purpose of the UEK-SP. Third, the output is also not in accordance with the objectives of the program, even though the rate of return of funds is smooth but the loan funds are not used for business purposes and also funds that are not on target. Fourth, the outcome of Fajar Life's UEK-SP is not yet in line with the objectives, the loan funds are smoothly returned but there are still many beneficiary businesses that are not developing or fixed so that the objective of the UEK-SP program has not been achieved.
