Abstract
The purpose of this study was to determine the implementation of the task of the headman in fostering social institutions in the Sungai Sibam Village Payung Sekaki District and also to determine the inhibiting factors of the Implementation of the headman Task in the Development of Community Institutions in Sungai Sibam Village, Payung Sekaki District. The research method used is descriptive survey type. This research was conducted in Sungai Sibam Sub-District, Payung Sekaki District, Pekanbaru City. The sample is as a member of the population taken using census and purposive sampling techniques. The sample in this study is the Village Government and Neighborhood Association (RT) / Village Community (RW) Village. Data collection techniques used were observation, questionnaire and interview. After the required data is obtained, then the data is grouped and broken down according to its type and analyzed using quantitative analysis. Based on the research results it is known that the development of social institutions is carried out on every institution in the village and consists of RT and RW. This aims to improve the ability and independence of existing social institutions. Based on the questionnaire and research interview, it is known that the task of the headman in fostering social institutions in Sungai Sibam Village, Payung Sekaki District, Pekanbaru City is quite good.
