Abstract
This research was conducted in the village of Sengkilo Island Kelayang District Indragiri Hulu. The problem in this study is how the performance of the village secretary of Sengkilo Island Kelayang Regency Indragiri Hulu in providing services to the community and what are the obstacles that hamper the village secretary in providing services to the community and the purpose of this study is to find out the performance of the village secretary of Sengkilo Island kelayang subdistrict indragiri hulu regency in providing services to the community and to find out what are the obstacles that hamper the village secretary in providing services to the community. Data collection techniques that the authors use in this study are observation, questionnaires, interviews, and documentation. Then the data analysis techniques that the authors use in this study are descriptive qualitative, ie the data collected is processed and analyzed by describing and linking with theories in accordance with existing problems, and tabulated in accordance with the composition of the data presentation needed for answer each problem, then provide interpretation of relevant results, then draw conclusions and suggestions. In this study, the performance of the village secretary of Sengkilo Island, Kelayang Subdistrict, Indragiri Hulu Regency, was seen from the regulation of the Regent of Indragiri Hulu Number 82 of 2016 concerning the organizational structure and working procedures of the village administration. Based on Chapters II, III, and IV, it is stated that the guidelines for village services are the effectiveness of village services, the efficiency of village services, and the responsiveness of village services. From the results of measurements on each of the sub-variables of the research carried out, it can be stated that the function of the village administration in service on the village of Sengkilo Island was carried out in the quite good category.
