Abstract

This study aims to determine the form of misuse of subsidized fuel oil in the district of Kampar. This study uses the theory of rational choice which will show that if we commit crimes, we must be clear in thinking or knowing and doing what is healthy in the long term. The method used is a qualitative method with descriptive research type by conducting interviews with key informants and informants who are in accordance with the research topic being raised. Based on the results of research on the forms of misuse of subsidized fuel, there are motives and modes of perpetrators in committing crimes of misuse of subsidized fuel. The motive based on the intention of the Subsidized BBM abusers is of course to seek profit, the intention is the beginning of an action, the perpetrator of this subsidized BBM abuse crime usually already intends to plan their actions. The motive to get huge profits instantly is of course the basis for the perpetrators to commit the misuse of Subsidized BBM. Many criminals use various methods to carry out their crimes, various operational modes are used in order to neutralize their actions so that they are not known by law enforcement officials. Likewise with the subsidized fuel abusers, they commit this abuse by modifying their vehicles so that they can carry more subsidized oil from gas stations. Where the gas station and police officers have difficulty in monitoring the perpetrators or individuals who abuse this subsidized fuel. There are two efforts to eradicate and prevent this crime, namely preventive measures (prevention) and repressive measures (prosecution / sanctions).
