Abstract

This study aims to analyze and explain the practice of Integrated District Administrative Services (PATEN) as well as the inhibiting factors, especially in the administration of building permits in Kuok Subdistrict, Kampar Districts. This study used quantitative method involving the secretary of the sub-district head, PATEN services officer and the community who administer the building permits recommendation. PATEN measurement indicators refers to the principle of public service consisted of public interest, legal certainty, equality of service of each product, balance of rights and obligations, professionalism, participation, equality of treatment, openness, accountability, special facilities for vulnerable groups, punctuality, easy term and affordable. The results showed that: (1) Public perception of Integrated Administrative Services (PATEN) in Kuok Subdistrict, Kampar Regency, especially in the public interest indicator, the percentage value of 92% is classified as good, legal certainty, the percentage value of 92% is classified as good, the similarity of services for each product, the percentage value of 92% is classified as good, the balance of rights and 92% percentage value obligation is good, professionalism 92% percentage value is good, participatory percentage value 53% is good enough, equality percentage 92% treatment is good, disclosure 92% is good, accountability of percentage value 94% is good, special facilities for vulnerable groups the percentage value of 42% is quite good, the timeliness of the percentage value of 43% is quite good, the conditions are easy and affordable the percentage value of 92% is quite good. (2) The inhibiting factor in the administration of the IMB recommendation letter consists of apparatus resources, community awareness, supporting facilities and infrastructure, and optimization of camat supervision. It is suggested to the Kuok Subdistrict Government of Kampar Regency to improve facilities and infrastructure by making larger information boards, providing special facilities for vulnerable groups, accelerating the completion of IMB documents on time according to the standard of a maximum of 40 minutes, socializing to the public about the importance of IMB ownership and being more participatory in explaining procedural management of IMB at the Regency level. The community is also advised to be more participative in filling out suggestion boxes for the improvement and improvement of PATENT services in the Kuok Sub-District Office, especially in the management of the IMB recommendation letter.
