Abstract
In the criminological theory, abuse of authority is also referred to White Collar Crime. In this research, the researcher takes an example of a white collar crime case in the Bahtera Makmur Village which was committed by the chief of Bahtera Makmur Village in processing the Agrarian National Operation Project certificate. The National Agrarian Operation Project (PRONA) is a government program in the field of land ownership that serves the underprivileged community which was conducted in August 2016. The method that used in this research is descriptive qualitative method. The result of the study shows the Abuse of Authority by the Village Chief of Bahtera Makmur. Case studies of obtaining a National Agrarian Operation Project certificate include: perpetrator of White Collar Crime (NARSO) takes an illegal fees in obtaining certificates of the National Agrarian Operation Project (PRONA) in Bahtera Makmur Village. The suspect (NARSO) has the aim of enriching himself for a personal gain. This is what is called Occupational Crime.
